Biography
Mr. Burney holds an MBA from University of Maryland University College and a Bachelor of Science from Liberty University. He also has three associate degrees in applied science from the Community College of the Air Force: communications application technology, instructor of technology and military science, and human resources management/personnel administration.
Mr. Burney has managed operational, financial and technical performance of multiple programs for a corporate lane encompassing Information Technology, Finance Operations, Manpower, Strategic Planning, Training, Logistics, Facility Maintenance, language and production analysis. Mr. Burney directed the development and maintenance of Individual Training Plans (ITPs) and Development Plans (IDPs) for military and civilian personnel conducting 24-hour intelligence operations in various skilled disciplines, including Intelligence Analysis, Language Analysis, ELINT Analysis, and Collection Production Analysis.
Mr. Burney directed activities as Senior Military advisor for division encompassing military & civilian billets and aligned objectives with Air Force policy & doctrine. He guided development of Division-level multi-program fiscal requirements, Financial Plan build and execution. He coordinated with HQ-level Manpower elements to ensure cryptologic billets were programmed, advertised, accurately documented, and effectively utilized;
Managed administrative policies to implement common standards across the division and maintained seamless integration with Service and Agency mission and execution.
